Do you have the old style shackles? Those are steel sleeved and I drive out the center then put a hacksaw in the middle and split the sleeve to get it out. If you are not concerned with being original I would replace them with the nylon bushing type shackles. Much easier to install. If you replace with the original style you need to use a special tool to drive them in.
