in trying to replace upper steering bushing with a flanged bearing like a wheelbarrow bearing how does the bearing fit down the column so the steering wheel will fit do i have to grind the flange off the replacement bushing doesnt have a lip on it?

I believe once you grind the flange off the bearing will come apart. Call C and G parts as they have a bearing retrofit kit that will work with your '40 column. It comes with the bearing, tapered sleeve, and spring. I think the cost is around $20 and well worth it. I have used several of those kits.
