Do you have the 32-37 Ford Service Bulletin book? If not you can purchase it from most of the V-8 parts vendors.

I take it that the lights go on and off while driving,
Did you try cleaning out the lightswitch at the bottom of steering column ? pop it off the lightswitch bail and look inside, you can twist it apart and examine the brass contacts on the inside, and the spring tension,
use CRC ELECTRICAL CLEANER SPRAY,to clean out the old grease and dirt, also clean and change the fuse on the firewall. it might be coroded. it does not take much,
how old is the dash wiring,?
just trace the wiring, and inspect the ends for looseness or corosion,
also the power lead that comes from the starter switch, to the dash circuit. how does it look, is the end clean on the starter switch and tight, how is the solder joint,
hope this helps, 37RAGTOPMAN

In addition to the previous post, I would check the grounding connection to the headlights.

Placing the light switch at the bottom of the steering column was not one of Ford's "Better Ideas". Leaking grease from the steering box, conbined with road dirt, nearly always causes problems. They can be lessened by pulling the switch and bottom plate from the column, and either brazing the plate to the tube, or installing one of the plates with a longer tube, available from vendors. Once the cover is off, a short term "fix" is to give the switch a cleaning with a spray from a can of brake or carb cleaner. It is a good idea to pull a battery cable first, as those cleaners are very flammable, and no sparks is important.
