Does the black knob in the center of the clock face turn with the hands as the clock runs?

In 1953 Ford offered two different clocks for their cars, a mechanical stem wound clock and an electric clock. The electric clock featured a stem with black knob in the center of the clock face. The mechanical clock featured a chrome colored knob at the bottom of the clock face. The knobs do not rotate as the clocks run.
