  The toe boards were wooden until 1941. They were painted black.

I didn't notice the wood toe boards..., until after the car had arrived at my house from the shipper and I had it in my garage toying around with my new..., what I thought had been a good deal! When I saw the wood, my first thought was "Oh Sh*t..., I've been scr*w*d".., thinking that the seller, had scabbed in some shoddy plywood patches in place of rotted out metal pans! But the odd thing was that all the metal I had checked at the time of purchase (from the toe boards back) was in d*mn near pristine condition!
So needless to say I am extremely happy to hear that this is normal!!
So Thanks guys for sharing your knowledge!! I think my blood pressure is back to normal now!!

  Be sure to get a copy of the club's book on the 1937 ford, https://www.earlyfordv8.org/Shop.cfm?id=59&pid=2. They don't show a photo (at least in the edition I have) but talk about them. There is a lot of data in the book that you will find useful.

  New wood toe boards are available if you need them. I believe Roy Nacewicz (www.fordbolts.com) makes them.

  Last time I talked with Roy (several months ago), his toe board source had stopped making them...but he thought the guy would start up again, so yes, he may have toe boards now.
Also, there is a rubber seal that goes around the board perimeter. The ones I have purchased (Vintque?) are slightly larger than the wood, which makes it a sloppy fit, but can be made to work.
And, there are rubber bumpers on the back side, under each of the pedals. There are also some sponge rubber seals that go around the pedal. The seals are held in place by a metal faceplate on the top side.
Lastly, there are sponge seals for the steering tube and accelerator pedal linkage.
