I pulled rear brake drums and the axle surface is rough. How much roughness is acceptable and is there a fix besides another axle ? Thanks for any help !

If there is roughness on the taper, it will have to be dealt with, so the drum will seat properly on the axle. An improperly seated drum can destroy the keyway and lead to axle failure. There are thin axle shims available to help with a worn axle taper, but I do not recommend them.

There is no outer bearing that rides on the axle in a 1940, the outer bearing surface is the axle housing. Wear and roughness on the bottom of the axle housing will destroy the roller bearing and cause axle failure.

Here is a link to the rear axle assembly drawing, so you can see where the bearing surfaces are.
