  That suggests an open in the wiring or a faulty "switch" in the circuit. The needle normally rests on hot when the key is off. When you turn the key on with the engine cold, the needle should move all the way over to cold. If the needle does not do that, the circuit is not complete to ground. Looking at the temperature senders in top center of the heads, you can see one with two prongs,the switch, and one with only one prong, the sender. If either of these units goes completely open, the needle will go to rest on "H".

First, I would try jumping across the two prongs on the switch, thus making sure the circuit goes completely to the sender. If that doesn't help, try having someone watch the gauge while you briefly ground the wire going to the sender. If the needle moves toward the cold side, suspect the sending unit. Don't leave the wire grounded for very long.

If the needle starts out on cold and then goes all the way to hot when the engine clearly isn't hot, either the switch is opening prematurely or the sender is going open too quickly.
