  Adjusting the brakes on my 47 Ford. Most advice is to turn cam untill wheel locks then back off until there is a slight drag when turning wheel. Does that mean the wheel should not turn freely when spun? Turn 1/2 turn when spun? 1/4 turn? Any thoughts?

  The "slight drag" is the indication that you have reached the optimum adjustment. Just a slight touching of shoe to drum is your Xray Vision to what's happening inside the drum.

  It will turn FAIRLY free but you have to rotate it by HAND! The "slight drag" will keep you from spinning it and expecting it to "freewheel."
