I need to change the bulb and can not figure how the chrome ring is released.

On the bottom side of the headlamp you should see a "T" bar type piece that attaches into a metal slot. Push back on the "T" bar and pull downward. Once the "T" bar releases then the rim should come off. You may have to push upward slightly as there is a metal tab at the top that holds the top of the rim in place.
