Restoring a 48 F1. Are the fender wells black? or fogged with body color?

The front inner fenders are painted semi-gloss black and assembled to the fender after painting (the attaching bolts and the anti-squeak are not painted). The bed fenders are body color and are painted after assembly to and along with the bed. Richard
