Can anyone explain to me why is there oil about 3/4" thick in the canister of my air filter. Looks like a POND. Thanks

You probably have an oil bath air cleaner. To service the cleaner, you dump the oil, clean the screen with mineral spirits and fill the cleaner bottom with oil up to the line. Use SAE 30 oil, not 10w-30 or any other multi-viscosity oil. You should probably get a reprint of the owner's manual.
