  It depends on whether your shocks have been rebuilt. The original fluid was a glycerin based product. Most re-builders fill them with hydraulic jack oil. I suggest that you remove one shock and pour out some of the oil. The hydraulic jack oil is a lighter consistency than the glycerin. While you have it off, check the action, You should feel the same resistance moving the arm in each direction.

If your shocks are not leaking, they are probably full, if they are leaking, you should have them rebuilt.
