I need to get a diagram on how the scuff plate is installed

A diagram? That probably won't happen.
The scuff plates will only fit one way. there can be no mistakes. They mount on top of the floor - NOT the side of the rocker(s). The rounded end goes to the front.
Typically, the rubber of the repop sill plates will stick straight out. You will have to "relax" it so it stays folded downward. I bind the repops months before I intend to use them in the position I want the rubber to stay in.
You will also have to trim the rubber in length on the repops as it is too long.

I found that to be true for the '38 scuff plate rubber also. My solution was simply to close the door on it and leave it sit for a week. Let the door itself form the rubber as required.
