What is the correct way to adjust the steering wheel to be center?

You can move the pitman arm and make minor adjustments with the drag link.

Make sure that the front wheels are in the straight ahead position, remove the drag link from the pitman arm and then remove the pitman arm. put the steering wheel in the correct position and install the pitman arm so that the drag link is very close to fitting in the hole. Next adjust the drag link for the fine adjustment.

Tom, the way the pitman arm is splined won't allow it to be moved less than 90 degrees.
A quarter turn of the steering wheel can be made up in 2 revolutions of the adjusting sleeve, give or take.

Today is Saturday and I am home playing with the 40. It took less then 10 minutes to correct the steering wheel. I don't know why I was making a big deal out of doing that.I guess that happens when you get old and can't think straight any more. Sure makes me feel better that done. Thanks again. Now to find out who that strange women in the kitchen?

That is the only advantage of getting senile, you get to go to bed with a strange woman every night.

42merc forgot that 90 degrees id a quarter of a turn and I forgot that the spline will not let you make adjustments.
