Anyone know what body style Ford this fender belongs to?

Looks like a 39 or 40 V8 (Std) all passenger car bodies except sedan delivery and station wagon for states that only had 1 tail light to me. Better pictures of the bolt flange would help.

Deuce is correct. 1940 Ford passenger car. Ford V8 (standard)models only.

I talked to Charlie and the gears were 3.25 and he got them from Speed Way. He had a 53 engine in his 39. I know that gave him extra power to pull the gears. He like them.

With a 3:25, a car will hardly get off the line, but will certainly run faster once you get it going. The lower the ratio, the less engine torque is available at the wheels. That is why the gear set ratio for trucks is much higher, commonly 4:11 or 4:55. Too often, "high ratio" is confused with high speed. when low ratio is correct. For the flathead, which produces the most horsepower around 2,500 revs, it is reached at about 55 mph with the typical 3:78 rear before the engine reaches overspeed and torque drops.
