  Mike, special twist off bolt B-3731 should be plain, unfinished right? It would surprise me if the column and lock assy 3676 were painted after they were combined with 3509. Maybe the bolt was in 3676 assy when painted but before it was twisted off(I doubt it)? I see there is a -A and -B part number for 3676 so they must have already been painted.

The column tube was in fact painted separately from the ignition / column drop as you thought.
The twist off bolt was not painted and as such you'd be able to see upon close inspection, the end of it in its raw finish (cadmium).
Just a coincidence but I just today reassembling the ignition switch parts within the column drop. never a fun job... only to recall how all the pieces go together

  Thanks for that info. Yeah, not a fun job. I have had good luck by taking a small screwdriver and tapping it into the slot that slightly spreads the opening up a tiny bit before sliding the column drop up the painted tube. It always makes me nervous though but I have done 3 of them without having to repaint anything.
