  Is the sheet metal and brackets behind the grill all painted black. Is the "chin" inside, black or body color.

  I'd like you to be more specific about the brackets prior to offering a "blanket response".
The louvers, lower chin pan & top brace that hold the louvers together are body color.
It had been thought for MANY years that the top brace that held the louvers together was black. This is not the case. In mid 1939 Ford began to rivet that brace to the grille assembly and, at that time, began to paint the entire assembly as such; an assembly.

  Yes, to be specific, 01A-8145B is body color.
You will find some dissension amongst the '40 crowd. However, my research has shown clearly that the grille (louvers and top brace) was painted as an assembly.
While it remains remotely possible that an assembly plant had at one point or another masked the louvers and painted the brace black - that was NOT the manufacturing process prescribed.
The service replacement brace was black.
