Will a 195 x 75 -R16 street tire mount safely on a 4 x 16 wheel? Also, they all appear 8 ply in that size. Does that necessarily mean a harsh ride? This would be a 1940 sedan.

An 8 ply tire would not be right on your car and would probably ride horrible. 8 ply is something that would generally be used on a trailer that carries a heavy load. If you want radials I would go to Diamondback for the correct tires or talk with a tire vendor in your area that has experience with old cars.
