1940 coupe gas tank remoal does one of the fuel tank bolts have a cotter key thru the nut if so i wonder how to a get it out

Two cage nuts on the filler neck side of the tank and one cage nut on the other. No cotter pins. use lots of penetrating oil so the nuts do not rotate in their cages since they are most likely impacted with dirt or rust.

the filler side bolts can out but the other side with the spring keeps turning although its lose guess the cage broke loose have to cut it off thank you
