Topic: Carburator?

I have a 1940 Deluxe with 85 HP 59A motor. The car came from sea level to approx 5500 feet above sea level. I have rebuilt the carburetor, replacing the jets, per the manual and also advanced the timing 2 degrees. When the car is hot it is very difficult to start but also requires feathering the throttle to keep from stalling when starting out.
Any thoughts about correcting this issue would be greatly appreciated.

Congrats on a beautiful car! "per the manual" advice was intended for conditions back in the day, which included low octane fuel. You're better off returning the carb's settings to the way you found them, as 5500 ft altitude is well within the sea level operating range.

The feathering you report is likely the result of reducing the jet size for altitude, as you hit the gas pedal, you increase air volume with little ability to increase fuel volume. At that altitude, the smallest jet you should consider would be a .50. Jet size is of course only one adjustment to consider, but certainly a good place to start.
